Mayor's Comments - Wednesday, January 27, 2010

The impact of the proposed FEMA Flood Plain Maps is now being assessed by the City and the individual’s property owners being affected. Under the 1997 Flood Insurance Rate Maps (FIRM) there were less than 25 homes and lots that were significantly impacted. The new maps have expanded the number of homes within the Village that are not within the 100 year flood plain and designated within Zone A. Homes along Pecan Lake on Watersmeet are also now within the flood plain. Homes along Pecan and Waterbeck may or may not be affected depending on the elevations of the flood plain and the placement of their homes on their lots. Many homes along Wellspring Lake Drive, West Glen Court, Wales Circle, Waterbury Drive, and the Southern portion of Woodbine Drive are all now considered in the Flood Plain. To confirm that your home is or is not in the Flood Plain please go to http://fbcmap.co.for-bend.tx.us/floodplainmap/ and enter your address. You can zoom in on your home to confirm the contour elevations. If you are in the flood plain you will be required to have flood insurance. If you have insurance now or before the FIRMS go into effect in about 18 months, and your property is not in the flood plain you will be able to qualify for a grandfathering provision to reduce your premiums when the new maps are published. The first of a number of public workshops was held on 14 January. Additional technical meetings will be held before the City will hold a town hall meeting for the affected residents where subject matter experts to include, the City’s Flood Plain Administrator, the County Flood Plain Administrator, a FEMA representative and the Drainage District will be invited. We will be continuing to inform the City of the continuing process.
The City has affected a lease for the use of the County Club as an emergency operation center in the event of an emergency or disaster that might befall our community. As a result of the lease and the approval by FEMA of our recently submitted mitigation appendix to the County Emergency Operations Plan the City has become eligible for a number of mitigation grant opportunities to include emergency power for the EOC and emergency operations. The lease will firmly establish a base and location for major emergency operations within the City.
There have been a couple of unauthorized sanitation waste discharges in the Riverwood section of the City. It is imperative that such circumstances be reported to Aqua Texas as soon as discovered. Please also contact the Emergency Management Coordination, Clifton Aldrich, at 281 533 9458 or the Assistant Emergency Management Coordinator and Marshal, Ron Horowitz, at 713 302 1151 to ensure proper reporting and follow up to the Texas Commission on Environmental Quality and the County Health and Human Services Department. Unauthorized discharges are a serious threat to the community and under the TCEQ rules must be corrected and cleaned up under established timelines. Timeline begins after a proper report is made to the sanitation company. The customer should make that initial call to prevent delay and uncertainty in reporting.
Be aware, that in March your 2010 Census form will arrive. Please take a few minute to answer the 10 questions and return the form to the Census bureau. It is important to our city as the census determines the distribution of more than $300 billion annually of government funding for critical community services. The data also determines how many seats each state will have in the U.S. House of Representatives.
